To accelerate the adoption of electric vehicles (EVs) in the state, the Maharashtra government has proposed waiving toll for EVs on the Mumbai-Nagpur Samruddhi Expressway and the Mumbai-Pune Expressway. If approved, the policy will be initiated from May 1, after the finance and other concerned departments approve it. This launch marks a significant drive to reduce automobile emissions and promote cleaner mobility modes in one of India's busiest regions.

Toll exemption is one of the parts of a policy strategy crafted by the state transport department to bring EVs to 25% of the total registered vehicles on Maharashtra roads. Currently, only 6% of the state's total 4.88 crore vehicles are electric, placing Maharashtra behind Delhi (12%), Karnataka (9%), and Tamil Nadu (8%) as regards EV adoption. For this purpose, the government also plans to set up electric vehicle charging points every 25 kilometres along expressways and around government buildings for convenient accessibility by EV motorists.

The financial cost of the proposal is high. The cost of the toll waiver per year may be ₹100 crore, as estimated by the government of Maharashtra, which it wants to make back from the toll concession. The finance department of the state will probably examine the fiscal viability of the plan before it approves it. That is a top priority so that the long-term environmental benefits are traded off against the short-run economic cost to state coffers.

In addition, the policy also lays down other incentives in the form of a proposed 10% discount on buying EVs to balance the comparatively higher cost of electric vehicles compared to internal combustion engine-powered vehicles. On another stroke of the same brush last year, the government did away with the 6% tax levied over EVs priced above ₹30 lakh, a step that had otherwise rendered luxurious EVs cheaper in the state. These layered incentives are a comprehensive approach to encourage a shift towards electric mobility, not only in terms of cost savings during operation but also through the reduction of the purchase price.

As part of its clean mobility agenda, the Maharashtra government also set up a seven-member committee to examine whether a ban on petrol and diesel vehicles within the Mumbai Metropolitan Region is viable. The panel would assess the feasibility, regulatory, and timeline for implementing such a ban, if it is deemed feasible. This is in line with the larger climate agenda of Maharashtra as well as the state's push to be a green transport solution leader.

The proposed waiver of tolls is not just a financial relief, it is a sign of policy-level seriousness about creating a part of the infrastructure ecosystem where EVs are not just viable but also aspirational. With adoption pending interdepartmental signatures, the coming weeks will be crucial in determining the trajectory of this ambitious mobility revolution.
