What is RTO and What Does It Do?
Introduction of RTO
RTO is short for Regional Transport Office, which is a government agency tasked with administering and enforcing transport regulations under the Motor Vehicles Act. There are many RTOs under the State Transport Department in each state and union territory of India.
Just like the centralised RTO, Delhi RTO also carries out more or less the same functions. These are issuing driving licences, registering new and second-hand vehicles, collecting road tax, etc. Other than the registration process, they can also impose emission norms and maintain a database of vehicles. RTOs also facilitate compliance with transport regulations, thereby helping govern the huge population of vehicles present in Delhi, one of India's cities with the highest vehicular density.
Key Functions of Delhi RTO
-
Vehicle Registration: Deals with new registration, renewal, transfer of ownership, and temporary registration number issues.
-
Driving Licences: Issues learner's licence, permanent driving licence, and international driving permit. Also deals with licence renewal and issuance of duplicates.
-
Road Tax Collection: Computation and collection of road tax based on vehicle category and type of registration.
-
Fitness Certificates: Compulsory for commercial vehicles to check if the vehicle is roadworthy.
-
Pollution Control: Checks if the vehicle meets emission standards by verifying valid PUC certificates.
-
Permit Issuance: Issues transport permits for commercial vehicles like goods carriers and passenger cars.
-
NOC & Hypothecation: Issues No Objection Certificates for interstate transfer and renews the hypothecation information for loan-based vehicles.
-
Vehicle Inspection: Performs vehicle inspection for new registration and routine checks.
